The Delaware Department of Education
OCS operates under a charter granted by the Delaware Department of Education. As a public charter school, OCS is subject to annual review against Delaware's Charter School Performance Framework covering academic, organizational, and financial performance.

OCS is governed by a volunteer Board of Directors responsible for the school's strategic direction, financial oversight, and compliance with the terms of its charter. The Board meets every 3rd Wednesday of the month at 6:00pm — all meetings are open to the community.
