About the Committee

What Is the Citizens Budget
Oversight Committee?

The Citizens Budget Oversight Committee (CBOC) is a community watchdog group established by Delaware state regulation to review Odyssey Charter School's finances and ensure responsible spending. Think of them as a bridge between the school's leadership and the families and community members we serve.

Who serves on the committee?

The CBOC includes at least five members:

  • At least one educator from OCS
  • At least one parent whose child currently attends
  • Members with financial or charter expertise
  • A DE Department of Education liaison
  • Members of our Finance Committee

Committee members are volunteers and are not compensated for their service.

What do they do?

The CBOC has full access to all OCS financial documents and records. They review our budgets, spending decisions, and financial health. They report regularly to the Board of Directors about their findings and raise questions when something needs attention. Their role is to make sure that OCS is spending money wisely and following all state and federal rules.

Why does this matter?

When you enroll your child in a public school, you trust the leadership to spend your per-pupil funding responsibly. The CBOC exists so families like yours can know that a group of independent community members are actively watching our finances. It is an extra layer of accountability that protects both the school and the families we serve.

How to apply

Positions are filled annually. When an opening becomes available, we post a notice on this website and at the main entrance of each school building for 15 work days. Interested people complete a brief application form.

What is expected of members?

Attend required financial training provided by the Delaware Department of Education

Attend regular monthly meetings

Review financial documents carefully

Ask tough questions and advocate for transparency

Work respectfully with school leadership and board members

Official Policy

Citizens Budget Oversight
Committee Policy

The following policy is adopted pursuant to Delaware Regulation 736: Local School District and Citizen Budget Oversight Committees.

  1. EstablishmentThe Odyssey Charter Budget Oversight Committee (BOC) is established in compliance with Regulation 736. The Odyssey Charter School Board of Directors shall retain all policy and decision making authority.
  2. Access to DocumentsThe BOC will have full access either electronically or in hard copy format to all financial documents and financial information the charter school has in its possession, with redactions permitted only to protect confidential personal information regarding students or employees.
  3. Regular Updates to BoardThe BOC will provide regular updates to the board regarding activities related to its service.
  4. Committee CompositionThe BOC will be comprised of a minimum of 5 members, with at least one member an educator from the school, one member a parent whose child currently attends the school, and where possible, two members (may be inclusive of the previous two members) with personal or professional experience that would lend to expertise in charter school financial oversight, and one Delaware Department of Education liaison.
  5. CompensationBOC members shall not be compensated.
  6. Finance Committee MembersThe BOC shall include members currently serving on Odyssey Charter's existing Board Finance Committee.
  7. Membership Selection ProcessIf necessary to meet the BOC membership requirements outlined above, additional BOC members will be selected by the School Stewards parent advisory group, which is comprised of parents, teachers and a board member:
    • Request for BOC members will take place by posting a notice on the school's website and on the main entrance doors for 15 work days.
    • Interested parties may apply to the BOC by completing the attached application.
    • Appointment will take place at the BOC's annual meeting.
  8. Terms and ExtensionsBOC members shall serve terms of 2 years with the option to extend up to an additional 3 terms based upon the majority vote of the existing committee.
  9. Leadership SelectionThe BOC Chair will be selected by a majority vote of the BOC Committee.
  10. Member ExpectationsMembers of the BOC are expected to: (1) attend required finance trainings provided by the Department of Education; and (2) maintain expertise that will enhance effective financial oversight of the charter school.
